0003: Generate Rackspace snapshots locally

Context
Remote Drizzle generation did not run reliably in Vercel Functions. Schema changes also need human review before deployment.
Decision
An operator generates Rackspace snapshots on a laptop through the approved VPN. Preview and Production consume only committed snapshots that pass review and CI. Vercel does not generate snapshots or publish generated pull requests.
@concourse/rsdb/local-generation owns the protected local transaction. The Rackspace operations guide owns commands and recovery steps. Deployed verification is a separate application decision in ADR 0006.
Consequences
- Git review provides provenance for the snapshot bytes. The receipt proves only file integrity.
- A hard process stop can require manual Git recovery.
- Deployed checks do not modify snapshots.
History
This choice replaced remote generation and remote orchestration. Production verification later moved to app-local server actions.
