Goal

Prove capacity and expand from one database to the approved production selection.

Procedure

Re-record current Workflow, Function, /tmp, and Blob limits in the status record.
Calculate projected use from the largest successful candidate.
Require each projection to use no more than 70% of its limit.
Run one representative inventory and refresh.
Download and approve the artifact.
Review and merge the pull request after CI / verify passes.
Run deployed verification for the merged snapshot.
Verify permitted data operations and rejected schema operations in non-production.
Run one small multi-database refresh and verification.
Increase selection size through reviewed batches.
Select all intended databases after the largest cases pass.
Run the deployed administrator verification for all merged databases.
Record all evidence in the status record and pull requests.
Remove eligible artifacts and owned orphan branches through the manual cleanup controls.
Record retained resources and their cleanup targets.

The first full inventory does not require the first refresh to select every database. Operators can build repository coverage through several reviewed pull requests.
